# Directions:
01 - Whisk together flour, cocoa powder, baking powder, and salt in a medium bowl; set aside.
02 - Mix sugar and vegetable oil in a large bowl until combined. Add eggs one at a time, beating well after each addition. Stir in vanilla extract.
03 - Gradually add the dry ingredient mixture to the wet ingredients, mixing until just combined. The dough will be sticky.
04 - Cover the bowl with plastic wrap and refrigerate for at least 1 hour or until firm enough to handle.
05 - Preheat oven to 350°F. Line two baking sheets with parchment paper.
06 - Place powdered sugar in a shallow bowl. Scoop tablespoon-sized portions of dough and roll into 1-inch diameter balls. Roll each ball generously in powdered sugar to coat completely.
07 - Place the coated dough balls 2 inches apart on the prepared baking sheets.
08 - Bake for 10 to 12 minutes, until cookies are puffed and crackled but remain soft in the center.
